concrete takes forever to heat up or cool down so it is frequently at a different tempature than room temp. By placeing a waterproof item like a tent on it there will be an area between that collects moisture and condensates.
The water itself probably won't hurt a modern tent with new age materials but the mold and bacteria that end up growing there could.

Put simply, concrete does not breath therefore a wet tent will retain the water and will eventually start to rot. Try putting Your tent on some old planking, that way the air can circulate.

nicenorm got it right but here is a helpful hint, next time you pack up the tent throw in a dryer sheet with it . instead of smelling like mold or mildew you get a nice fresh smelling tent

1) Mold and/or mildew
2) Safety Hazard
3) Place for insects to hide/gather
4) Could lose parts if not in one piece
5) Keep out of reach of pets/children

it will dry ROT, it might take a yr or better but it will. Put it up 1 yr and it will just fall apart.
