If it's a nice large bowl I would suggest either a few male guppies or a few White clouds.

Besides the betta, guppies or white clouds that other people have suggested, how about cherry barbs? They stay small and are very hardy and will do great at that temperature.
The Betta and guppies are tropicals, while the white clouds can take cooler temperatures. Cherry barbs can also take cooler temperatures, but I wouldn't go below 68 degrees for them.
If you live near a fresh water lake, and it is not against the law, you could also catch a bullhead that stays small, only a couple of inches full grown. I am not sure of the name any more, but I think that it is called a stone cat.

the water temp will not be held at the same temp as the air. you'll find that even if the house is at 70-71 degrees, the water will be somewhere around 65-70. most fish can tolerate this but unless you are getting a filtered tank and a heater, i would stick to coldwater fish, you said no gold fish so i'd suggest a betta. they like to stay in small bowls and do not require a heater or filter, just remember to change the water as often as you would a goldfish tank.

Guppy, white cloud mountatin minnow, some barbs, some loaches, paradise fish - all these are on the liveaquaria website - paradise fish are under gourami.
It all depends on the size of the container. I'd get a 2.5 or 5 gallon acrylic tank kit - it comes with a filter - instead of using a bowl, though.

You should most likely buy a betta, because guppies need a filter and a little larger space then a bowl. there are nice betta aquariums that come with gravel and fake plants for around 8 bucks. You can also buy a mini filter that goes underwater for 10 bucks. They make bubbles to keep your betta aerated, but once again you shouldnt really have a bowl, if your going to its always better to have a large bowl.

One male betta.or 2 neon tetras, or 1 male guppy,whiteclouds.
If it is a large bowl,you can add a few more very small fish. One special fish makes a nice pet,too.

How about a betta, a male one. Male is prettier than female in the betta world. Betta can be raised in a bowl and the temperature is right for a betta too. But please remember that a bowl can only have one betta because male bettas called fighter fish. They will fight until one of them die if you put two of them together in the same bowl. Feed one time a day will be enough.

If this is just a regular round glass fish bowl and you do not want a goldfish, you may want to try a Beta. They do not need the filters like other fish require.

MM is right, white cloud minnows...
despite what people think bettas are TROPICAL fish and thrive in temps around 80°F, disregarding their temp preference is no different then disregarding any other tropical's temp preference. in which case heaters wouldn't be needed.
