Why is windows Defender command line utility is trying to access the internet the file name is MpCmdRun.exe?
Should i let it access the internet or not

When i google it the MpCmdRun.exe it say it could be a virus or spyware too? how to tell what it is I ran my anti-spyware and shows nothing. and i also ran my anti-virus software is shou nothing

MpCmdRun.exe is a legitimate process. It is in no way spyware, adware or any other malicious file. It is an integral part of Windows Defender, Microsoft's free anti spyware program. A good resource is Process Library. On the website, just enter the name of the process and it will display its description. Here is what Process Library had to say:

"mpcmdrun.exe is a process belonging to Microsoft Windows Defender Antispyware which protects your computer against Internet-bound threats such as spyware and trojans which can be distributed through e-mail or attack directly to the computer allowing unauthorized access to your computer. This program is important for the stable and secure running of your computer and should not be terminated."

You will need to have Windows Updates on at least "Notify of Updates"... Windows Defender uses Windows Updates automatically to install defintions updates now, couple months now. The program is practically worthless without defintion updates, although it has real time protection and shields.

Security software like antivirus and antispyware "call home" or "call in" to see if new defintions have been released to automatically notify or install them. Antivirus and antispyware should be given full unchecked rein with no blocking whatsoever with firewalls if of course you have known good programs installed that are trusted by yourself and everyone else. These are critical programs - the antivirus more so - and are protecting your machine in real time and need unfettered access to do that properly. Cybercriminals or newbies will of course tell you something else. You ignore that and those.

To recap, the process in question is just that - you caught it calling in for defintions updates avaialble. Turn on Windows Updates or turn on at least the Notify of Updates Availalble, Give Windows Defender full access in all settings of your firewall. The same for your antivirus. Partial blocking can cause corruption of the program with time outs and missed defintions that you will never be able to retrieve withou entirely removing the program from the system and registry. It can really mess things up. Always give full access to known and trusted security software. Why else would you have it onboard ?
