In a major turn around the Justice Department, in cooperation
with the Fish and Wildlife service, has made a startling announcement.
Though conservation groups are up in arms over the decision, and an
entire species will be destroyed, it has been decided there will be
a massive roundup of bears throughout the United States, its
Territories, and possessions. After the round up the bears shall be
slaughtered and dismembered with painless dispatch. Using the membership list of the NRA, and other sources, bear arms shall be delivered
throughout the United States, its territories, and possessions, at
which time all deadly firearms shall be confiscated and the Constitution's
2nd Amendment upheld to the letter.

The second amendment is really about the right of people to go bare armed in the summertime, and an affirmation of left sleeve fringes (the right shall not be infringed).

or...wait...maybe they are saying that both people and bears may form militias, and shoot it out in the woods? It seems only fair for the bears to be permitted to defend themselves from the NRA.
