It's both in the USA (in the state of New York and the town of Buffalo), and in Canada (state of Ontario, town of Niagra Falls).

The Canadian side has a better view though and has a lot more to do. But the Casinos SUCK, I have never won once even on Blackjack.

You mean "Niagra"? It's in the State of New York, and I believe the city is actually "Niagra".
It is also in the Canadian State of Ontario, probably city of Toronto, but I'm not sure.
