It happens in high school a lot.
Some freshmen are friends with sophmores and juniors, the students that can drive.
Drug uses and alcohol can be related to underaged driving when the older students hand the wheel over to their younger friends.

In some states, they have a curfew, usually driving after sunrise and not after sunset. Also, several states have DWI laws that any under-aged driver who blows a 0,.04, or half legal drunk for an adult, can be charged DWI.
The restrictions are in place to protect these new, inexperienced drivers and keep them out of the cemetery prematurely.
