He did nothing to effect the course of the war. He was doctor that used humans as test subjects in horrible experiments. He was not a military figure, and was not a politician.

He was just a monster that took advantage of the situation for his own ends.

When Dr Josef Mengele was appinted camp dctor at Auschwitz-Birkenau.He conducted brutal experiments on the inmates. Most of which were carried out without sedating these guinea pigs. After care medication was non existant. He was also primarily involved in the selection process of sending inmates to the gas chambers.
As a legally qualified doctor he was a disgrace to his profession,He was a monster who struck fear and terror into the inmates.Especially the jews
Mengeles'had no say whatsoever in the running of the camp.Neither in the conduct of the war.He was a low ranking SS officer.Surely he must have been a sadist

Mengele didn't he was only a concentration camp doctor that checked the arrival of incoming prisoners for those that were healthy to work. The sickly or weak were sent to the gas chambers. He also conducted research on the genetics of twins. But despite his notoriety he was only lower ranking officer in the SS.

Please allow me to second what Rohak offers above.

Mengele was an ethically challenged doctor who took advantage of the barbarities of war to conduct barbaric medical research -- mainly related to eugenics.
