It could be excessive draw on your grid due to the outage.
When the power came back on, everbody on your grid came back on at the same time. That's hundreds, possibly thousands of refrigerators, furnaces & boilers, electric water heaters, etc. all drawing power at the same time.
This draw taxes the grid immensely. It should clear up relatively soon. If it does'nt however, call your power company, & notify them of the problem, as the transformer on the pole supplying your neighborhood may have been damaged.
If you live in an area that is succeptable to power outages, maybe you should consider a backup generator. They have ones now that are virtually maintenance free & run on propane or natural gas.
Home Depot carries them, & you can finance them, & they are professionally installed by a licensed contractor hired by HD usually in one day.
Hope this was helpful, good luck!!

You may be experiencing a brown-out - partial power has been restored, or there is an overload (meaning there are too many loads on the power station trying to pull power).

Call the power company, watch the local news.

It'll either get better, or they'll shut down to avoid a cascade failure like we had a few years ago when the northeast section of the grid went out.

Yes it is very possible. Have it checked soon. Low voltage causes higher amperage. Amperage is what makes things burn out. Like light bulbs, motors, and other machines in your home.
Low amperage means higher Voltage. Also very bad for your stuff.
