YES of course. Just boot from your Windows CD, reinstall and format your hard drive during the installation process. BUT be sure you also have the CD containing the motherboard chipset drivers because that should come next before you start loading your other softwares.

Your second question would be an Yes!
After you erase your hard drive, you will need the XP software to re-install it back into your computer.
Plus you will need another software that comes with your motherboard or labtop to install all of your hardware device.

Yes, of course it is possible to reformat your hard drive and reinstall windows.
Sometimes this is REALLY easy if you have "restore" disks just insert the first one and follow the instructions - it will restore your laptop to "factory fresh" including the correct drivers.
If you have an actual copy of WinXP (retail) you can use it, but you will have to "boot" from the WinXP CD:
To boot from your WinXP boot disk to reformat and reload Windows, try puting the CD in the tray and restarting.
If the computer boots from the hard drive (and not the CD) which it probably will, you will need to change the boot order in BIOS - but its not that hard.
Restart your machine again (power off, power on) and then when the computer first starts its boot you will see a message to press a key (usually ) to go to setup. When you do you will see a menu - start looking around for "Boot Order" and when you find it make your CD / DVD drive with Windows disk the first in the boot order and then save and exit.
Now when you re-boot your computer it will try to boot from CD and ask you to press a key to boot from CD.
Remember to backup everything first!!

Yes, it is very simple.
Insert your bootable Windows XP CD in drive and reboot your laptop. As soon as it start press F2 or Del key so it will take you to BIOS. Go to boot device and disable your floppy drive, then your hard drive. Now your CD/DVD rom will become 1st boot drive. Press F10 and save.
Again reboot your PC now it will start to boot from your CD.
When it asks for repair or install, select install.
Follow the instructions and it will guide you to install fresh XP on your laptop.
NOTE: When it ask to format your C drive don't select quick format instead select normal format.
This process will take almost 45 to 60 minutes, depend on your processor speed.
