Actually, it is neither.
Here in South Korea, the name Cho is a family name; usually compared to your family (last) name.
Hope this helps.

Cho, in this case is an oriental "family" name, like last names in the western cultures.
Chang is also a family name.
The complexities sinked in when the same spelling actually represents several different written words in the Asian countries.
Therefore, you can misunderstand the same spelling Cho as first name or last name.
Back to the original native Asian writings, they can be very different, and actually may even sound slightly differently in many many variations for different meanings. Yet they all spelled as Cho in English.

Cho was his last name. And Cho Chang is a made up person made by some British mom who had nothing to do. Also Korean culture is different from Chinese.

Cho is actually the family's last name, his first name is Seung-Hui. In english a lot of Korean names are shown last name first.
(If you look at the articles about the family and see his sisters name you will see the Cho, Sung is her name)

It's his last name, I think.
The last name, the "family name" comes first in many Asian cultures. The personal name is second.
