is this a good intention, yet having a negative outcome? why, and what is the affirmative action policy?

"Affirmative action refers to concrete steps that are taken not only to eliminate discrimination —whether in employment, education, or contracting—but also to attempt to redress the effects of past discrimination."

But I am afraid it actually fuels more discrimination.

1. It help fuel the myth that Blacks can't make it on their own. That they need help.
2. It makes many whites feel they are being discriminated against & increases the likelihood that they will be discriminate to "even the score."

I can't tell you how many times I've heard white people talk about whites who didn't get the job because "They needed to fill that slot with a black." It doesn't matter if they are wrong. It matters that they believe it. That belief perpetuates bigotry.

I AM in favor of showing preference to blacks when being black actually helps the person do their job. The police force would be a great example. The perception of racism (whether justified or not) has a strong & negative effect on how well the police can do their job. Having more blacks on the force would be effective in changing that perception with the public AND with lessoning any racism there might be on the force.
