Problem
User is experiencing dial-up networking problems and receives the following error: dial-up error 691.


Solution
Receiving this error usually requires that a rebuild of some dial-up networking components (per Microsoft) is needed. Note: The following instructions can also be used as a last resort for dialup networking problems of any kind.
This solution can also be used for Windows ME dialup networking problems.

Complete the following steps to solve dialup networking problems (and if a user is receiving error 691):

Step I - Create a New Telephon.ini File.

1. Navigate to the \Windows folder.
2. Locate and Rename the Telephon.ini file located in the \Windows folder to Telephon.old.
3. Restart your computer.
4. Navigate to the \Windows\System folder.
5. Locate and double-click on the Tapiini.exe file.
Note: This program runs very quickly. When you double-click on this executable file it will create a new Telephon.ini file in the \Windows folder.

Step II - Configure Your Computer for Dialup Networking.

1. Select Start > Settings > Control Panel and double-click on Network.
2. Remove the following: Client for Microsoft Networks and Dial-Up Adapter.
3. Click on the Identification tab and verify that your Workgroup name is: CAMPUS
4. Click OK. DO NOT REBOOT YET!!.
5. From the Control Panel double-click on Add/Remove Programs.
6. Select the Windows Setup tab and then Communications Line. Click on the Details button.
7. Uncheck Dial-Up Networking.
8. Click OK and then click OK once again to close Add/Remove programs.
9. REBOOTwhen prompted.
10. Select Start > Settings > Control Panel > Add/Remove Programs.
11. Select Windows Setup > Communications line and click on the Detail button.
12. Check Dial-Up Networking. The system may prompt you for your Windows CD.
13. If necessary, REBOOT once again if prompted.
