This comes down to changing a fraction into a decimal, then into a percent.

12/30 = 2/5 = 40/100 = 0.40. So as a percent this is 40%.

You could also ask this as "12 is what percent of 30?", which translates to 12 = x * 30, and x = 12/30 = 0.4 = 40%
