It is a means of judging distances. Birds have monocular vision, so they have no depth perception. By bobbing their heads, they can see how fast things move compare to things behind.
An example of this is driving in a car. If you look out the window, you will notice that items closer to you will seemingly move faster than items at a distance.
Either that, or They are wearing very tiny Ipods, and are boogeying along with the latest avian pop hit.
