Roaming is when you operate your phone outside you HOME Area. Depending on your operator definition, it can be your city, state, county, etc. If you are outside of your HOME Area - you are roaming, and additional charges very substantial charges - can apply.
Most of the US operators give you free roaming within the USA.

When you leave the area in which your company has a tower -- or you are using another carriers towers (your roaming out of you network) this doesn't have to be out of state you could roam in your backyard -- most carriers don't charge extra if your in the coverage map area.
