if you don't mind wearing used clothing, places like plato's closet or resale shops are a great place to get clothes. they throughly inspect the clothes for any rips or stains before they'll accept them and they wash them before putting them on the shelves. i've gotten 40 dollar abercrombie jeans for 5 bucks! =) if you're not into wearing other people's old clothes, there's stores at the mall that are cheap when they have clearances. two of my favorites are wet seal and forever 21.

Church rummage sales,
Goodwill,
Salvation Army Thrift Stores,
(All of the above can work to even give you designer labels)
and of course, Wal-Mart and other discount stores. Watch for sales and coupons.
Even Target is a great place with their end-of-season mark downs.

Kohls, Ross for Less are a couple of department stores that have fairly cheap cloths that have good quality.

You can find a lot of nice clothes at Goodwill Stores. And don't worry about being seen in there, you'd be surprised who you might run into!

I usually shop at Old Navy, Target's clearance rack(that is the jackpot), and Aeropostale. You can get really cute stuff for reasonable prices and they usually aren't chuck full of tacky t-shirts with dumb sayings about other girl's boyfriends and stuff.

Don't know if you have one around you...but Plato's Closet is awesome. It's consignment, but it is all name brand that is barely worn. You can really get good deals for expensive designer labels!
