is it correct ? I mean the tense used or I should say :
as the sun was shining I decided to go?

As the sun was shining. . . As = 'since' or 'because'. Is that the meaning you intend? You see, using the present continuous verb tense means that the sun got itself to shine and continued, and you were able therefore to go (wherever).

OR

As the sun shone . . . shone = while and during the time of the sun's shine. . .slightly different meaning and only you, the writer, can decide.

You pick your meaning and use the correct words. This is what makes a good writer - analyzing the content and only saying those words that you intend.
