The State of California has prison over population problems. There are some other states with similar issues and in all states a lot of money is put into housing prisoners. Well the people of Iraq need jobs, need something to sustain their economy, and flying prisoners there wouldn't really be that expensive. Plus if we put them in orange jump suits they probably won't want to escape right? And if we built them on the border with Iran we could monitor illegal border crossings as well! Its a total win win situation - why not?

It might cost $2000 round trip to fly prisoners to Iraq including reasonable security in flight. A prison guard in California costs the state over $100k a year and the average worker in Iraq earns less then $5k. So we'd save a lot more then frequent flyer miles in having them guarded by Iraqis.
