It is my opinion that except for extreme cases, the parents are responsible for making sure their children grow up well-adjusted and "safe" for society. Schools are doing all they can. In classes of 20-30 kids they can't educate these kids AND watch out for their mental health and well-being. At least not ALL of them. We should be placing the responsibility and blame on parents and the disturbed individuals themselves.

The job of professor is to profess. They get in front of the class, spew information and then have dicussions. It's not to analyze all students for possible risks.
As for teachers, they tend to be a little more in tune with the students as they are with them more often and sometimes more than one or two times a day.
Teachers do go through training, generally yearly, to recognize troubled behavior, but they are human. They are tasked with so much more than just teaching. They are often pretty good at recognizing something and maybe even bring it up to their superiors. But because of so much more, they are unable to press the issue.

According to what I heard on the radio this morning, the professors tried. They had identified the threat and done everything in their power to help.
