How do you address this issue without being fired, or put in a hostile work inviornment? Do as I say, not as I do worked for dad........Not at work. Professional advise please.

if the level of your HR dept. is at an all time low. what is the rest of the staff like? are they all upstanding citizens? I think not........you should seek other means to rectify your problem outside the HR establishment. seek a professional in another field and problem should be resolved for .... around $5000.00

Well it depends on what your position is..do you work for HR. Do you work closely with this individual? You don't really want to break protocal, if you dont' work with this person. You should try and go to a person on a mangement level that you can trust. If there is no one available then you should find a higher up outside your local office, or store etc. and report the misconduct with them. That's only if you want to get this person in "trouble". Now if you don't want that to happen. Then pull the person aside and tell them that their behavior is very unproffesional, and if they don't improve your next step will be to file some sort of grievance. They should get the point.

A few large companies also have an employee called an "Ombudsman" to investigate and help resolve situations like this. Another tactic would be to write an anonymous letter to the person the HR Dir. reports to.

I am not a professional but the advice is the following.
If you are working a major/big company it may be possible to do without being singled out. 1st, Know your company's rules and procedures regarding this type of issue. 2nd, use your own judgement regarding current enviroment and co-workers. 3rd, try google, you never know what you may find there regarding this issue and possibly your company. 4th, talk to you mentor of the record, if you have one.

Who is the higher up over the HR director? I would lodge a formal complaint with them. The HR director still has to answer to someone. It would be totally unprofessional of the boss to let the HR director know who filed the complaint.
