How do you fix the cruise control on a 99 accord?

To start with, the question is "does the horn work?" The second is "do the brake lights work?"

you need to have two switches turned on to operate the cruise control. the green light indicates that the main switch is ON and that allows the column switches to enable the cruise control. if the green light is ON then the main switch is good; if the horn works then the fuse to the column switch is good. if the horn doesn't work, replace the fuse and the cruise should start working again.

if the horn works, then check to see if the brake lights work. On these cars, if the brake lamp switch is bad then the cruise control thinks you have the brakes applied and will cancel the cruise control. If the brake lights turn on when you step on the brakes and go off when you release the pedal, the problem could still be the brake lamp switch but the odds are reduced.

If the car is a manual transmission, there is a switch on the clutch pedal as well. If the clutch pedal swich is bad the cruise control unit will cancel the cruise control operation.

if all of the above are okay, the problem will be with the steering column switch for the cruise or the control unit. At that point, you'll need to go to a dealer to have them check the circuits for the connections and to test the units and switches.

Mine quit working and I later discovered that the brake lights were on. There is a small square tab on the brake pedal arm that has a rubber plug/grommet in it. The rubber piece was laying in pieces on the floor mat and the brake switch plunger was just going through the hole. Temporarily, I've clipped a washer to the tab to cover the hole. Fixed the brake lights, but the cruise control still doesn't work. The 15 amp fuse is good and the horn works.

Does the plunger on the brake light switch have to be pushed in deeper than the plunger housing?

Does the speedometer work? Is the check engine light on? If the check engine light is on, or the speedometer is not working, then your speed sensor might be bad or unhooked. If not, then your servo might be unhooked or non-functional. Too hard to diagnose without more info. Most newer cars, such as a 1999, will have an electronic speed sensor, and the cruise control and speedo will get their input from it. Earlier models used magnets on the drive shaft, or hooked into the older model speed sensors (older models have a speedo cable, running all the way to the speedo). If your car has factory cruise, and the speedo isn't working, then I would look at the speed sensor and wiring. If your car doesn't have factory cruise, or the speedo is working, then check into the servo, and its wiring and vacuum lines. The servo is the piece that pulls on the throttle under the hood.
