How can one who is 18 tell somebody who is 24 that they love them or have a crush on them? Or at lest get them to pay em a little attention?

Man, I wish you won't but its your life and your entitled to do what you well. Its going to depend on his charater and what your dealing with, as a general rule, understand he is 24 years old and is going to understand things, hopfully, pretty well so just start talking with the guy. If he isn't giving you any attention then maybe its time to take a hint, unless he is extremely insecure you should be getting something to work with. And at 24 if he doesn't have the self-confidence to talk to you, you might want to take another hint and leave the guy alone. Just start relating and putting yourself out there, try and get a friendship of some kind going, you have to form so sort of bond or else your just going to have depend on your sexuality, and theres plenty of other 18 year olds our there. Just really should just forget it, but then again it is your life and your allow'd your room to grow....

Go straight to he/she don't be afraid of rejection but keep in mind that there is a age difference
