The Eye of Horus (originally, The Eye of Ra) is an ancient Egyptian symbol of protection and power, from the deity Horus or Ra, God of gods.
The "all seeing eye" is a Western adoption, symbolizing the presence of a higher power whose vision over all earthly things is constant and unblinking (see the reverse of your US dollar bill).
In certain Mediterranean cultures the symbol of an eye (usually framed in the palm of a hand) is used as protection against "the Evil Eye," a curse cast by witch to cause harm, ill luck or even death.
The eye as a graphic device is also used in Indian and African religions, Voodoo, Alchemy and ceremonial magic and organizations including Freemasonry.

Means a lot of stuff, all seeing eye or God or gods, eyes are the window of the soul, pretty much has a universal meaning. Most cultures have similar symbolism when it comes to eyes.

The eye is said to be the "window to the soul" in many cultures. It is also used by nature on butterly wing markings and other animals to represent the "staring eye", probably to mimic a large predator and hence put off potential attacks by larger predators. In this sense, the eye could be said to be a symbol of power and domination.

An open eye symbolizes sight and knowing and life. a closed eye of course means the opposite. In the case of the Egyptian God Osiris, the eye was intended to illicit a feeling of "being watched"....which would cause the common people to "act appropriately" when in society or else the "eye" would see them and punish them for their misdeeds. of course, it could just mean that the artist ran out of room to draw another eye, a nose, and a mouth.
