How do i find royalty rates for copyrighted logos?

If I wanted to reproduce the Superman logo on a t-shirt, or use the likeness of Kirk Cameron's character from Growing Pains on a t-shirt, how would I find the licensing/royalty fees for this?

anything superman related you need to contact DC Comics Inc. CORPORATION NEW YORK 75 Rockefeller Plz. New York NEW YORK 10019 as they hold the basic trademarks.

First you need to find out who the rights owner is. After that you can start the negotiation process.
