That's usually a shorted winding in the wiper motor. It makes it draw a lot more current. The other thing that blows fuses is loose and dirty fuse holders. They heat up real fast and melt the inside of the fuse.

If you don't know what you're doing, there is no way you'll be able to do this yourself. You need an understanding of where the circuits go as they usually split off to power a bunch of different circuits. The thing to do is get the wiring diagram of the fuse and what it supplies. Then you can start to look in the areas for something touching or shorting out. This is not difficult to fix; the major difficulty here is actually finding the problem as most wiring in cars are buried.

No wont start fire that is what the fuse does stops the current, Now about the wipers ,Check and make sure its not loose, The plug in is tight , UN plug and look at the connection and see if any dirt or loose connection , If that don,t clear it up take it off and test without any fuse hope that helps.

no it won't start a fire as long as you keep a fuse in line. if the motor is going bad it probably is using more amps then the fuse is rated for. drag on old parts or resistance if the fuse is10 amp you could go to a 15 it should run if the motor continues to blow fuses the motor needs replacing

dry windshield ,bad spindle ,bad drive arm bushings?????
disconnect the wiper motor from the drive arms and turn wipers on if the fuse blows replace the motor if it doesnt look at arms,drive rods or what ever you want to call them check the bushings on the end of em,next move on to the spindles
there are bearings or bushings in them to ..its just a matter of finding the restriction

it could be a number of things,start with the fuse block see and it if it is dirty or there or brunt spots,then wire and wireing harness for fraded wires,then the motor for bad bushing,armeter and field.and it could be mechanical in the working of the wipers under the dash board that are dry and binding causing your wiper motor to heat up and throwing the fuse.hope this helps
