I'm with fluffernut and Angela... I think it's an Amaranth too. Sometimes called (St.) Josephs Coat. There are quite a few varieties.

I would take the picture to your local independent garden center, and see if they can see it more clearly than we can. They may be able to help more in person than we can.

Looks like ti could be a Amaranth: Love- Lies -Bleeding. It's an Annual. You can also take your photo to a local home depot or lowes and visit there gardening center or go to a local greenhouse that sells flowers and plants and someone there should be able to identify and give you more info on the beautiful plant.

It's not a flower, it's shrub. It's common name is barberry, this particular one is an upright form. Red barberries are very pretty, especially in the fall and spring they turn crimson red.

The latin name is Berberis thunbergii 'Helmond Pillar'

First thought was a celosia, but I actually think it is Love Lies Bleeding, an amarath:

I also think it's a Amaranthus, perhaps 'Flaming fountain'. It's definitely is not Berberis 'Helmunds Pillar'.
