ruler works but u think OCR software will be much better

Get Openoffice.

Alternately there should be some basic word processor (Write, wordpad, edit, vi, pico, emacs, etc.) on any computer. Though for special formatting a program OpenOffice, AbiWord, MS Word(eww!), WordPerfect, etc. would be more suitable.

EDIT: Misunderstood the question on first read.
Scanning an already printed form and than filling it in with a simple graphics editing program (gimp/gimpshop) would probably be the easiest thing.
Otherwise, not having a scanner available, using a word processor and getting the text placed properly then printing it onto the form as mentioned by another poster would be the solution. Unless this is a form with carbons... then you would need an impact printer like a dot matrix.

Using your eye and a ruler, type the answers to the form, using spaces to separate answers or entries. Do this in a word processing program such as WORD or WordPerfect.

Print the resulting page aand then hold it up to the light with the form behind it. Using font size, line sizing etc, you can adjust the answers so that they will fall into the form properly.
When things are al aligned.....

Put the form into the paper tray and print the answers onto it.

Yes you could make a very basic form.
HTML form
ASCII form
If you have word processor you can make text boxes, etc
You can buy a program maker
Or you can go really professional and get a PDF fill in a form
Adobe is $500 or you can get somethink like this for $20-85

if you have a scanner on your printer scan the form into your computer then fill it out.. then backspace and delete everything except the data you entered then use the form as your printer paper making sure to line it up properly.. and click print.. the entered information will be printed onto the form.. Good Luck..
