When the solar system was created it was all just a large ball of gas, as the gas started to revolve around a center point the centifical force pushed the lighter elements out to the outer planets and kept the heavier elements in the inner planets...hope that works well enough

If you look at the earth, the densest materials are located toward the center of the earth (iron and other metals) where the lighter materials (silicates, rocks) end up toward the surface and then the atmosphere made up of gas is farthest from the center of the earth.

Same goes for the solar system. Denser, heaver rocks make up the planets closer to the sun, where the lighter materials like gases wind up farthest away.

They were subject to strong solar winds so any light gases could never accumulate as an atmosphere.
