I hear the pump for about 15- 20 sec when i start car and when I park. The cab of the car smells like gasoline. What is going on?

I have a 87 Chevy Barretta that has had 2 fuel filters in the past 9 months.

It wouldn't matter if it did. You have a float in the carb that cuts off the gas when it doesn't need it. They stick and leak all the time. Someone can get a $20 carb rebuild kit and go through it.
I think an ASE certified tech wouldn't believe that stupid old wives tale about sucking crud off the bottom of the tank. Does he think the fuel pump pickup floats or something? It always gets gas off the bottom.

I think your question is not relevant to your situation.Yes a fuel pump can get stuck but it would be a corrosion problem from sitting without use for an extended period.Your problem "sounds" like a fuel leak.Anytime you can smell fuel it is exposed so I would suspect you have a leak.Try looking at the connections and any points that the fuel line may rub.Also places where it may make contact from vibration.Not knowing what kind of vehicle it is makes further evaluation very tough but also check the fuel filter and fuel pump if it is not in the tank.

`if the cab smells like gas you probably have a leak either in the main line or the return line (gas lines) you shouldn't hear the pump ALL the time just when you turn the car on . Do you hear it when you put the car in park or is it when you turn the key off? If you can hear it when you turn the key off you probably have a bad ground wire on the fuel pump.

electric fuel pumps get stuck when they suck up crud in the bottom of the tank, but then they stop working altogether.
if you smell raw fuel in the cab of the car, you have a leak in
the high pressure lines, ether in the metal lines under the car or under the hood. i would have it repaired as soon as possiable. it should be very easy to locate

chances are you have a fuel leak under the hood. the year and model of your car would be of great help.
