I agree that maybe weapons ed would be helpful. I am from WI we hunt a lot and need to take hunters safety and I think that is very helpful although if some wants to kill someone they will get a gun illegally. I am not sure what weapons insurance would do. If someone is going to kill someone they aren't going to care if they are insured or not. A lot of people drive and buy cars second hand and don't carry insurance.

Guns are much safer and easier to use than cars. In the US, for instance, in the US guns kill something under 2000 people a year, and cars over 20000. You don't even want to know how many people cigarettes kill.
But, yes, it'd make tons of sense to require firearms safety training - or proficiency with firearms safety via some sort of reasonable test - before purchasing a gun. I learned gun safety as a child, so it's pretty deeply ingrained, and I'm frequently apalled by what I see at the range.
The argument against it is that gun ownership is a constitutional right, while motor vehicle operation is a privilage confered by the state.

You have to have a concealed handgun liscense to carry a weapon. The CHL class includes weapons training.
And what insurance would you need for a weapon. I have a personal property insurance for mine incase of fire or theft....
