I would suggest Carolyn Meyer's Royal Tudors series. She has books on Catherine, Anne, Mary, and Elizabeth.

Jean Plaidy has written a lot of books on royalty - different stories that are placed in different eras (all of the above mentioned as well) and some are completely fictional while others are based on a real person's life but fictionalized.
As to "good" book I'm not sure if you'll like her style of writing or not, but she was a very prolific author, so you might find what you're looking for.

Check out the Baroque Cycle series by Neal Stephenson. The first book in the series is called "Quick Silver" It's historical fiction and follows royalty as well as peasants through the story.

The Scarlet Pimpernel is a GREAT book..
Plot: An englishman (probably the richest man in England) takes it upon himself to construct a band of men to follow him in his sworn duty to save as many French ARistocrats as he can from the Guillatine of the French Revolution. He's a master of disguise, and the only one that has outwitted the French Authorities.
it's actually 18th century, but it's such a great book!
Time: 1792

Well, I haven't read any of them, but "The Other Boleyn Girl" by Philippa Gregory keeps on getting good reviews. She's also done a couple others.
