Most definately Poseidon - Supreme Lord of the Inner and Outer Seas, Overlord of Lakes and Rivers, Master of all that swims beneath or upon the surface of the waters.

He took over the control of all the waters when the Cosmos was divided by his brothers Zeus and Hades and himself. Previous control was by the Titan Oceanus who created the waters.
