I have been playing in a Dance Band for 13 years .... the Samba is the most romantic.
But you also have ......
The Rumba
The Tango
The Salsa
The Lambada
Depending on how you do them ... yes the Samba is the most romantic. Mind you, there are not as many dance tunes to the samba as there are to the others.

Those are all very romantic dances...but I think that it is more important who you are dancing with. If you were doing the Tango with your Aunt Betty you would not put as much into it as if you were dancing with say maybe.... Cheryl Burk from Dancing with the Stars.
