Is this meant to happen? I thought if I just chucked all the organic crap in there it would rot down, but NOooo I have spuds sprouting out the top of th bin

Don't worry about it, potatos, carrots, onions, sweet potato, and a few others will continue to grow if enough of the vegatable is left. all you have to do is either pull the plant and plant it in your yard somewere if you want to grow some spuds, or just pull it up cut it into several smaller pieces and leave them on top of the compost for a couple days, this should help dry the pieces out and the chances of them growing again are not as good.
