Campus administration thought it was an isolated, domestic incident and did not believe there was any further danger.

That's whatI've been wondering.

Last year, there was an escaped convict running around near Villanova University - he wasn't shooting at or otherwise bothering the students. The police locked down the campus and classes were cancelled for the day - students were to stay in their dorms (this was before class started). That campus and the surrounding area stayed locked down until they saw the convict running through some backyards and not near the campus anymore.

The police should not have assumed that this guy was no longer on campus just because they didn't see him. It's not safe to assume anything. They should have just cancelled classes until they found who did the first shooting and had everyone stay wherever they were at the time.

There are several reasons. First, it would take time to secure an area that large in such a short period of time. Secondly, I imagine that those in charge of campus security were still dealing with the first incident, and secondly perhaps they felt taking such a step would create public panic, which could have added to the tension.

The next problem with that is the shooter was a student, and was already on campus, shutting down the campus would have been useless.

That is the question, isn't it... even if they thought it was an isolated incidence, they knew there was a gunman loose. It makes no sense.
Perhaps eventually a logical explination will be offered. I keep hoping. I am not optimistic.

PS: to those of you claiming the campus was 'too big', better not let Homeland Security hear you say that. VT should have an emergency plan better then that...

How are they gonna lock it down?? There aren't fences around the school. Even if they did lock down the school, I think the 2nd incident would have still happened. People that live off campus would have still been comin to school not knowing what was going on. There's no way to kno for sure everyone knos... Plus how would they kno the crazy shooter was gonna go to the other side of campus and shoot up more people????

The first shooting appeared to be a domestic disturbance between a boyfriend and a girlfriend. They had a suspect in custody for the first shooting and there was no other hints that there was going to be a mass shooting. The police and campus president did what they thought was right and they shouldn't have been punished for it

It definitely should have been shut down, and you know Va tech police are going to get sued for not shutting it down. Their excuse, although, for not shutting it down was that they thought it was an isolated shooting, and that the shooter had ran far from the campus....it is a poor excuse but that's what they are saying.

As far as I know, there was only two dead at that time in the dorm and the police came to investigate the case, but didn't know who the killer was and certainly not knowing the suspect will struck again. Plus, if only two people died in a crime scene at a dorm room, it was almost unimaginable that the killer would go around and shot 30 more people.

The campus is the size of a small city. You don't "shut down" a community because of a shooting in one apartment. After the first shooting there was no indication the shooter was going to shoot anyone else.

The cops thought it was a domestic muder-suicide and that the event was over. They took the correct action with what they had.You can't shut the whole town down.
