I think the Virginia Tech Massacre was planned a little but not that much. The shooter knew where to find a classroom full of students to shoot at, and that doesn't really take much planning.
The Columbine incident was even more planned than the VA Tech incident because there were letters and journals that were dated up to one year to the incident. If the bomb in the cafeteria had exploded then I'm sure that they could have killed even more than 32 people.

As information on the shooter dribbles in via the news, it begins to look more and more like this man was a big red flag looking to cause a huge disaster. More than one person apparently reported their concerns to the administation, with no result. Now we have his final solution; unfortunately a horrifying number of innocents had to pay the price. It seems this man was "ticking" so loudly he could be heard all over the campus, but the university had no remedies in place to deal with it. Is there maybe some way we can protect each other from an obvious threat, WITHOUT using it to censure what we just don't like or agree with? (No "everybody-should carry" answers here please, this is NOT Dodge City, circa early 1900's) I don't think there was much advance planning here for the shooting, he was just so angry he was prepared, and used what he already had collected to hand. Scary.
