Your premise is flawed. Certainly hair-length is a gender marker in many cultures, but by no means it is universal.
The women of the Masai and other cattle cultures in Africa have either very short or shaved hair. The Yanomamo in Brazil and Venezeula all have the same haircut regardless of gender. (remember that the gendering of hair has nothing to do with the gendering of power).
Long hair as a marker of feminity is part of Western culture, which is dominant in the world today.

Many male labor jobs make upkeep of long hair too difficult ,
And men's hair thins rapidly as they age , then it looks bad .
Many women who end up with children also have shorter hair styles because they are too busy to do the upkeep long hair requires .
But strong men with thick clean long hair are the sexiest ! ! ! ! !
The Legolas character from Lord of the Rings was way hot .

In some African countries, women shave their heads (for different reasons depending on group,belief, or person) and men don't.
If you are going to say this look around the world, not just in your region.
You can't say ALL about anything or anyone. There are no absolutes in this world.

in the native american culture the men often have hair longer than the women. even today. my hair is not as long as my wifes but it is getting there fast.

While it may be politically incorrect for liberals that I offer my observation, I'll give it anyway. Women's hair grows more efficiently than men's hair does. Not all gender differences are a matter of nurture; some are a matter of nature.
