A person buying a handgun should have to POST A NOTICE like a restaurant does when getting a liquor license.
The notice should be out for 30 days (In the news paper, on the applicant's home, on the internet) and give the public the opportunity to come forward and make a claim of some kind as to why this person is not suited for a firearm.
Of course the claims should be substantiated.
Anyway, I am sure there are kinks to this, but it could work with a little thought.

If this had happened then perhaps the ladies that had prior stalking incidents with Cho would have come forward and said something.

Think Rich: I also thought the idea of having to produce "letters of recommendation" from friends, employers, clergy, family, etc... should be part of the application process. I know if someone asked me to recommend them for a firearm, i would have a sense of responsibility to be honest about what ever I wrote. ---Then again, of course a rotten human would only seek recommendations from those he or she has managed to "fool" into believing they would be able to have a firearm. ---I don't know.

This is a pretty well-intended concept. It bolsters the background "NICS" process, because the NICS only checks for priors.
However, it gets into licensing. Licenses are a request for permission from the government for the granted privilege to have a liquor license or drive a car.
The US's Constitution guarantees the RIGHT (not privilege) to bear arms. In other words, your plan would work, so long as this is not a license to own a firearm. It must be part of the process of rightfully obtaining a gun.

When are people going to understand that 99% of gun owners who go through the proper procedures to get a gun, never do anything illegal with it? Do you honestly think that all the damn gang bangers go to the local gun shop and purchase their guns? Hell no! They buy them on the street illegally!
If stricter laws would change incidents like this, how come so many people use drugs? Drugs are against the law, but guess what losers who want to do something illegal are going to find a way to do it! Do you honestly think a psychopath stops himself and says oh yeah I cant buy drugs or a gun because it is illegal.
Get a freaking clue!

No. That won't work.
However, there should be some checks and balances.
To get guns, the potential owner should pass a series of tests and show letters of recommendation from friends, neighbors, teachers, and professional contacts showing that the potential owner is a responsible law abiding citizen. One of the tests should be a psychological test from a psychologist, in addition to background checks. And pass a written test on knowledge of laws in regards to firearms and physical test (target practice). The intention of these checks and balances is to ensure that guns don't go into the hands of suicidal or mentally unstable people or criminals. Not to prevent people from getting guns.
And there should be better enforcement on illegal black markets for guns. Because without enforcement, criminals will be getting guns easily on black markets. And that's the real problem.

Could work. It's just a touchy subject because there are a lot of people that show the same signs as he did and don't end up shooting people. It is a good thought though. Newspapers probably wouldn't go for it because they most likely would have to pay for it. cheap jerks. That and in a place like Virginia you would need a whole section for that because everyone owns guns there for all the hunting.

Here is your sign--I Do Not Have A Gun--Nor Do I Believe In Having Them!
Post that on YOUR door and see how things work out.
Be prepared to buy new furnishings after the burlars leave.
That presumes that you live to tell about it.

i think it's a good idea but the problem will always be the illegal guns that are being bought and sold on the streets everyday. Unfortunately, I just don't see an end to this. Criminals are not going to give up their guns that easily.

There's way too many people on here preaching either "BAN ALL GUNS" or "GUNS DON'T KILL PEOPLE, PEOPLE DO". Way to actually think about the problem rather than jumping onto a bandwagon, tween. I don't know if it's a good plan or not, but what I do know is if more people thought rationally about this problem it would be a lot easier to sort out.

I think that when you buy your next box of tampons at the store the store should then post an ad in the paper that your on the rag. Then the public that knows how much of a ***** you are when your bleeding can come forward and tell others to stay away from you and your not suited for social acceptance. See how silly that sounds. Just like your idea.

You'be giving notice to anbody who wants to steal a gun information where to find it. But don't let this discourage you from trying to come up with good ideas.

Interesting concept, at least someone is thinking with common sense, good for you. They post real estate sales in the paper, divorce decrees, marriage and obituaries...why not gun sales?
