If I read your question correctly, the light is controlled by a photocell. It is a small, usually rectangular box (metal or plastic) and will be adjacent to the light fixture. It operates by sensing sunlight. It is connected electrically to the light fixture. When it senses sunlight, it breaks the power leg to the light fixture. When it senses reduced or no sunlight it makes the power leg to the light fixture. I strongly suspect the photo cell. Lowes, Home Depot, ect. Kill the power when working on it. A very basic understanding of electricity is required.

I know on mine, if I turn the switch off and then back on shortly thereafter, it causes the light to come on and stay on. It is a feature of the light, just in case you want it to come on.
You may try turning the switch off for about a half hour and then turn it on and see if it goes out.
It also could be that the photocell is blocked and that will cause the same problem. It could be that it has shorted and will not kill the lights.

I've had some luck making what amount to blinders for the light sensors. if you can make something that looks okay to you that just blocks the direct light coming from the other source, you'll probably still have enough area open to normal light so the sensor still works the way you intend it. In my case I used black electricians tape over a small piece of cardboard that blocked direct light from the other fixture but still allowed normal daylight to reach the sensors

if it always stays on...then photocell is bad...most times these just plug into top of light and are easily replaced...you will have to turn power off first..then remove photocell some of these you might have to twist some to get them to pul out...you will not usually have to do any wiring to replace the photocell
