You take the bulbs out when the blooms have faded, and leave them to dry out until the leaves pull off easily. Then when you just have a bulb left wrap in newspaper and store away until its time to plant them out again.

You can just leave them in the ground and they'll do fine. Tulips will normally come back year after year for almost 50 years. Every so many years though it is a good idea to dig the bulbs up and break off the smaller bulbs that grow on the side of the older/larger ones. In 2-3 years the smaller bulbs will make nice flowers of their own.

If you really do want to store them, dig them up in the fall and keep them dry and package them in wood shavings like you'd get at a pet store. Make sure the bulbs don't touch each other and keep the bulbs in a dry dark place so they don't go sprouting over winter. Then plant them in spring.

Leave them right in the ground. They'll come back. Goodness, what did tulips in the wild do before us humans came along and dug them up during winter?

You can take them out of the ground and store them but why don't you just leave them in the ground and they will grow next year.
