My sister is doing a project and she needs 5 different kinds of flowers; dicots and monocots.

go to your neighbors and ask if you can have some of their flowers. You could also go to a nursery, or to your local hardware store. ie: Home Depot, Lowes. Tell the worker what you need the flowers for and they probably wont care.

If public gardens allowed public harvest, there'd be no flowers within 24 hours. That said, if you contact the garden they'd gladly send someone with your sister to harvest the plants and probably explain the difference.

Lived in TX many years. Used to drive the backroads with a bucket of water and my handy dandy Swiss Army knife. Always had lots of fresh wild things in my house. TX has masses of wild things. Good luck finding 5 monocotyledons, can only think of a few: wild onion, blue star grass (flower begins to close as soon as cut, same for soapwort).

Don't think in this case free and legal can be applied in the same sentence. You'd either be stealing private property or public property if it's not in your own back yard.

So... I would (not) suggest that you go around and pick quickly and discreetly. :P
