This is the type of work which would normally be done through the Local Authority or a charity. Grants are rarely available for individuals. If you are a community group, contact your local Council for Voluntary Service who will have databases of grants available.

You can contact your local Police Force or a charity via the Charity Commission Website and listings under Youth.

You can also research those charities who will assist towards grants from your local libraries. There is money out there for all sorts of grants, from watching paint dry to attempting to go to the moon ( okay may have made that one up ! )

Sorry can you be clearer? are you asking for money from the system to give to a youth in the hope that this will stop them offending?
Am I to beleive that the tax payer is now paying youths not to break into their houses?
Beat them to a pulp lock them up for a while then guarantee to do it each time they reoffend and allow my taxes to be used to buy body scanners to save lives!!!
