The readings are saying that you're not getting enough Oxygen in the combustion chamber or you are getting too much gasoline (High hydro carbon hc ppm and High carbon monoxide CO).

You need to attempt to burn the remaining hydrocarbons and convert the CO to carbon dioxide CO2.

To get more oxygen into the engine:
Make sure the AIR FILTER is clean! and replace if necessary.

If that doesn't work, then you're getting too much gasoline and will need to
1. Adjust your fuel system if carburated.
2. Check your emission sensors (Especially the O2 sensor if it's fuel injected)

Sounds like you need to replace the converter. I would do a complete tune up for good measure - i.e. New plugs, wires, air filter and run a fuel system cleaner in it. If the check engine light is on as well get that checked out too. Hope this helps

Check this site, it tells you what is necessary to pass the emissions test...changing the oil etc is probably the most important of all tips...http://www.heartland.org/Article.cfm?artId=13139

As for what these readings mean...I don't have mine with me it's in our other vehicle...but if you didn't change the oil, that's possibly why the reading was so high.

Good luck
