I truly hope that he only was into her thongs....but why was he even in her personal things, I think I'd do a bit more investigating, that's not right. sounds like he's exploring cross dressing. be careful. ask him whats the deal here.

Your question really didn't have much detail. You should have gone on a bit....because there are MANY reactions that could be caused by this.
For one....what was he doing with it? Could he have possibly thought that it was yours? Have you ever noticed any other strange behaviors from him? What did you say to him when you caught him? What was his reaction?
There's really SO much more that you would need to tell us for us to be able to give you a more accurate answer, and perhaps better advice.
What you NEED to do is get answers....to EVERYTHING. Find out what EXACTLY is going on here, and make sure that your daughter is safe!

What do you mean?? What do you do?? First that is totally unexcusable by all MEANS...If it were me...I would freak out!! is this is own daughter?? Step Daughter?? Either or it is nasty and If you don't be very careful that one act could lead to something more inapporiate unless something is already happening/or happened.Being a victim of sexual abuse as a child and up into my teenage years,I find it very offensive in everyway and being a mother of two girls I watch everyone right down to her own FATHER...You need to talk to your daughter and talk to him and if you can possible want to stay with him I would seek counseling,and watch him closely!!

Did you find him with the thongs on or was he handling them in a certain way?
A husband who handles his daughter or step-daughters thongs, is a danger sign. Keep a close watch on HIM!!!!!

That's wrong on so many levels. What was he doing with it?
I'd say the worse case scenario was that he was deriving some sexual pleasure from it, which is really creepy. He could have been trying it on too. It's not something I would find appealing but I've heard some men like to wear women's underwear.

Is it her paternal father?? if not then hes probably attracted to her and you should think of your daughters safety and dump him as soon as you can or if you really love him put some some cameras in your daughters room and in your room or just keep an eye on him to see what hes doing!!!!

if he was wearing them, he might be a crossdresser.
unless your okay with that then you should divorce him or get counceling, althought i doubt that would help him.
if he was smelling the panties or usuing them for any sexual arousel
then you should think of your daughter and get the hell out of that relationship
if you do nothing about it
who knows what might happen to your daughter in the future
