Because of the loonitic government which spend most of its time and money on protecting the rights of minority groups and ploughing money into the health service for the benifit of the millions of scroungers that it allows into the country.
This in turn means that there is not enough money to build new prisons to house murderers and drug dealers so they are slapped on the wrist and set free. The UK is also the only country in the Europe which gives a toss about EU rules and regulations and the powers that be are so tuned ito peoples rights that the overlook peoples responsibilities. The vast majority of English people are brainwashed by the sueing culture into thinking that they have so many rights that they too forget about lack of responsibility. This along with a general decline in respect for anyone elses right to exsist has unfortunatly made England a vile place to live in. Babys are viewed by teenagers as a fashion accesery usually draped in Fake Burberry, the decline in Entertainment venues such as Ice Rinks,Dance venues, swimming pool and affordable lesiure centres forces youngsters onto the streets and into the paths of drug pushers. Everyone in England feels that the have a right to "Nice Things" but many are not prepared to work for them. Being poor 40 years ago meant that you couldnt afford to eat..being poor now means that you prob only have one flat screen TV in your 3 bedroom centrally heated council house paid for by the likes of me via my Taxes.
The Uk is truly a lauging stock in the EC a great place for immigrants spungers and drug dealers but no place for an anglo saxon law abiding hardworking Englishman.
Hence the fact that I now live in Spain where the system is based on contributions....you only get out what you have paid in. Thats why there are not queues of illegal immigrants trying to get into Spain and if a teenager gets pregnant and doesnt have the funds then her family have to support the child. The youngsters in Spain also have respect for their elders as well as themselves. The maojority of violence and vandalism happening in Spain is predominatly in Ex Pat areas such as Torravieca where the English (who think they own the world) have brought there low standards across the channel with them.

Kids are leaving school nowadays knowing that it is immediately more profitable to sprout kids then it is to get a decent education and earn a living. I'm not saying this reflects everyone, but as you have pointed out British teenagers have one of the highest pregnancy rates. This isn't a modern thing it all started in the 70's with the introduction of touchy feely governing which resulted in a loss of family values. After all if you look at all these kids, the majority have parents or more likely parent, who are also lazy bast*rds so wheres the role model. Nothing is being done about it because you would have to reinstall the right level of respect, corporal punishment is not allowed in schools (kiddies human rights you see), coppers cant give little thugs a clip round the ear, and their parents do fu*k all about it either. And to pink at the top, it's not about warning them or educated them (not that they need it) because they would just tell you to piss off
Welcome to Labour's Britain, wipe your feet on the way in

It's simple--UK has been experiencing a depression in family values. Family values provide a deterrent against teenage pregnancy and drug abuse. Anti-family-values position do not provide such a deterrent and hence the increase.

Because society has gone to the dogs, parents are not giving guidance or care, the school systems are churning out uneducated teens with no prospects and children are not encouraged to strive for anything better. Drugs, drink and sex go hand in hand and all are freely available to unsupervised teens who are suffering from lack of respect for themselves, society and human life. They find it an easy choice to get a flat, benefits and to avoid going to work. There should be mandatory work schemes or further education after the age of 16.

It comes down to poor sex education and inappropriate drugs laws.
If sex education was given to all children from a realistic age (say 10 and over), by the time they were ready to have sex they would be familiar with the likely consequences and how to avoid them. Trying to pretend it doesn't happen isn't working. This approach works in Denmark and the Netherlands (for example), it's time to adopt it here.
Drugs - the main problem is current drugs policy criminalises users, forcing them to buy illegal drugs on the black market. If we abolished the Misuse of Drugs Act 1971 and went back to a policy of prescribing maintenance dosages to users this would:
remove them from the illegal economy;
remove the need for them to commit crimes to obtain the money they need to buy drugs;
remove the health problems caused by IV drugs users injecting who-knows-what with their drugs;
allow them to stabilise their lives in preparation for coming off drugs entirely;
and cut off the supply of money to drug cartels.
Before the current legislation was introduced, the UK had roughly 2,000 registered heroin addicts. We now have anywhere between 40,000 and 60,000, depending on the source you believe. The (so-called) War on Drugs has clearly failed, it's time to change our approach.

No discipline in the home .None in the schools.Therefore the kids think the world owes them the right to do what they want and to hell with the consequences.

Too much sex and violence on TV. The youngsters think that this is a normal way of life and get carried away.

Because our government is way too lenient, every year we let hundreds of thousands march into the country, every year we dish our millions to people on the dole..this is just some of the problems we have.
