I think he thinks it could be worth something now and it still has meaning to him as well. I don't think there is anything psychologically wrong with him based on what you've mentioned here. I think he'd get a kick out of finding a long lost childhood toy. I would.

If sibling rivalry is a disorder then we should all be locked up. :P
I once found a note in my family home that one of my brother's had hidden as well as other strange things. Cool stuff.

Your brother may have a mild case of OCD due to the fact that he is really determined to find his he-man after all this time. You may have a slightly more severe case of OCD just because you are so worried about trying to control and define your brother's actions.

maybe it is worth alot of money some old toys are maybe not like hundreds but thousands.. if thats the case i would be digging for it too. maybe he isnt mental maybe he is just short on cash. maybe you should talk to him about it ask to help him look ect. ask him y its so important to find it..
