Have a needle and some thread in your inventory. Use the needle on the leather (or the other way around, it doesn't matter). An interface will pop up, asking you which item you want to make (Hard leather just makes the hard leather body at this point). Click on the item, and if you have the level for it, you will make the item.

1)take the tanned leather(soft leather) with you
2)go to buy a needle and some threads(in al kharid next 2 the general store)
3)then use the soft leather with the needle.

If you already have tanned leather then you just need to buy some needle and thread, (availible in Al-Kharid) and use the need with the leather and click what you wanna make.
