I don't wear much jewelry as a personal choice. I'm not a flashy person. Most days, when I go out, I just wear my engagement and marriage ring, and maybe my watch, and that's if I remember to put it on. For Easter, just for the heck of it, I did put on my pearl earrings, and I tried putting in my gold studs in my upper lobe holes, but they were too closed and at the time, I didn't feel like wearing them. I didn't even start really wearing jewelry until my husbnad gifted me with my engagemeng ring. Even then, the engagement ring is a full carot diamond and the marriage ring is rather wide, too. They're noticiable.
I think too much jewelry is just tacky, especially big, tacky stuff. To me, I wonder if the person is just trying to be noticed or to look "classier" than what s/he is.
As for men, it is cultural. My husband doesn't wear his ring, and it's not really noticed by anybody. Even with a sizing, it's too small for him. He also has a watch, that I gave him, that he says is too small.
However, I've often wondered if I don't like flashy jewelry or clothing since I'm already six feet tall in flats and get noticed enough.
Anyway, this is just my opinions.

The only ethical conflict I can think of would be the source of the jewelry. For instance, wearing conflict diamonds would be very unethical. Mining can cause environmental damage, so some metals could be considered unethical.
Being male or female would be more of a cultural/social issue, not an ethical one. Same with the number of pieces worn.
