Sounds to me such as you're basically finding for somebody to do your homework for you. Get the Sparks Notes on it at any bookstore or on the internet. If it's too confusing for you, the notes will help make it easier for you to understand. Basically he's arguing for the ideal government, at least what he sees as the ideal government.
