No, as far as I know there isn't. It's a Google secret. There are lots of forum entries and discussions about this but I have never seen a way to actually determine whether and for how long you may be sandboxed.
The only thing that you can check is whether your site has been banned or blacklisted.
Go to this site and type in your full URL. You will get a lot of useful information back including whether it is blacklisted.
